COMMENT PERIOD: October 7 – October 21, 2008 The Department of Economic Development is seeking public comments on the Draft of the 2009 Youth Opportunities Program (YOP) guidelines and application.
We have revised the content primarily to standardize the Neighborhood Assistance Program (NAP) and Youth Opportunities guidelines. In addition, the following outcomes have been eliminated from the YOP priority outcomes: 1) Decrease the number of at-risk female teens that become pregnant; 2) Decrease the number of youth that have completed alcohol and drug awareness programs and abstain from alcohol and drug use.
There is also a new requirement that an applicant has to enroll in E-Verify, a program conducted jointly by the U.S. Citizenship and Immigration Services and the Social Security Administration. Revisions have been highlighted to make it easier for an organization to see the changes made to the guidelines.
The Department will take into consideration all comments made regarding the proposed revisions. The public comment period for the 2009 YOP guidelines will begin on October 7 and we will accept comments until 5:00 p.m. on October 21, 2008. Youth Opportunity Program
To broaden and strengthen opportunities for positive development and participation in community life for youth, and to discourage such persons from engaging in criminal and violent behavior.

*Schools and faith-based organizations must meet certain criteria.
ELIGIBILITY CRITERIA Tax credits are allocated to organizations administering positive youth development or crime prevention projects that have been approved through the application process. Approved organizations secure contributions from their community, and the contributor receives tax credits for those contributions. There are 50% tax credits for monetary contributions and wages paid to youth in an approved internship, apprenticeship or employment project, and 30% tax credits for property or equipment contributions used specifically for the project.

The Youth Opportunities Program has up to $6 million in tax credits to award annually.

Each project is limited to $250,000 in tax credits.

Each contributor is limited to $200,000 in tax credits annually.
APPLICATION/APPROVAL PROCEDURE There is no deadline for applying. Applications are reviewed as received until funding is depleted.
REPORTING REQUIREMENTS Quarterly reports, final report and final audit for projects using $25,000 or more in tax credits
